On Dec. 19, 2022, USCIS published a Policy Manual update (PDF, 714.16 KB) to provide guidance to USCIS officers on how to implement this regulation fairly and consistently, and to better inform the public about how the rule will be implemented. The policy guidance (PDF, 714.16 KB) will go into effect on Dec. 23, 2022, and applies prospectively to adjustment of status applications filed (or electronically submitted, if applicable) on or after that date. The policy update will supersede the public charge inadmissibility guidance found in the 1999 Interim Field Guidance, and any related guidance addressing public charge inadmissibility.

Public Assistance revised its information collection to simplify and streamline the program, reduce administrative burden, and incorporate a people-first approach. Sometimes you may receive a text alert containing warnings and public safety information on your mobile phone. This is likely sent by Commercial Mobile Alert System (CMAS), an alerting platform used by emergency management officials to disseminate public safety information via geographically targeted text to mobile phones. While Google Public Alerts shows similar warnings and public alerts as CMAS, it is an independent platform developed by Google. Google Public Alerts sends emergency messages to mobile phones via Google Now and also surfaces alerts on various Google properties such as Google Search and Google Maps.


Version 2022 is here and reflects the changing landscape of public health practice by emphasizing health equity, streamlining processes and documentation, and reflecting updated preparedness requirements based on the pandemic.

The 10 Essential Public Health Services (EPHS) describe the public health activities that all communities should undertake. For the past 25 years, the EPHS have served as a well-recognized framework for carrying out the mission of public health. The EPHS framework was originally released in 1994 and more recently updated in 2020. The revised version is intended to bring the framework in line with current and future public health practice.


The revised EPHS framework was released on September 9, 2020, as a result of a collaborative effort by the Public Health National Center for Innovations (PHNCI) and the de Beaumont Foundation, who convened a task force of public health experts, leaders, and practitioners and engaged the public health community in activities to inform the changes. The task force also included experts from federal agencies, including CDC, which were instrumental in establishing and supporting the original EPHS framework. Details about the process to update the EPHS can be found on the PHNCI website, along with accompanying materials.

To achieve equity, the Essential Public Health Services actively promote policies, systems, and overall community conditions that enable optimal health for all and seek to remove systemic and structural barriers that have resulted in health inequities. Such barriers include poverty, racism, gender discrimination, ableism, and other forms of oppression. Everyone should have a fair and just opportunity to achieve optimal health and well-being.


The National Public Health Performance Standards program supports efforts to ensure that the Essential Services are provided across the public health system. The program provides tools for state and local public health systems and public health governing bodies to assess capacity and performance.

The NIH Public Access Policy implements Division F Section 217 of PL111-8 (Omnibus Appropriations Act, 2009). The law states: The Director of the National Institutes of Health ("NIH")shall require in the current fiscal year and thereafter that all investigators funded by the NIH submit or have submitted for them to the National Library of Medicine's PubMed Central an electronic version of their final, peer-reviewed manuscripts upon acceptance for publication, to be made publicly available no later than 12 months after the official date of publication: Provided, that the NIH shall implement the public access policy in a manner consistent with copyright law.


4 "Directly" funded means costs that can be identified specifically with a particular sponsored project, or that can be directly assigned to such activities relatively easily with a high degree of accuracy. When awardees list a publication in the progress report publication list of an RPPR or a renewal application, they are claiming that the publication directly arises from that award and the awardee is responsible for the public access compliance of the listed publications.
